  • How can we offer translation recommendations in real time in channels such as: email, instant messaging channels, etc. to strengthen the use of Euskera in conversations with citizens?
  • How can we understand what are the doubts or barriers in the written use of Basque to influence their learning strategies?
  • How can we measure the use and mastery progression of Euskera from the people who work in these entities?

Context

The Euskera Directorate works to strengthen the use of Euskera in all spheres of Biscay’s society, with special emphasis on strengthening its use in the socio-health field and sports field. Although the use of Euskera in recent years has increased, there is still room for improvement amongst entities associated with the Provincial Council. For instance, we refer to sports federations or socio-health entities, whose semi-formal interaction spaces with citizens are common. Considering this, new technological solutions could help these entities promote the use of Euskera when chatting with citizens through phone calls, in person or through written means. They could also help streamline the work process in this language, and strengthen the associations or federations workers’ linguistic skills. Moreover, there is a significant opportunity space when it comes to collecting, analyzing and visualizing data on the use of Euskera that may be interesting to incorporate into language learning processes or to better identify the existing barriers when using it. Generating solutions in this space and with this type of agents is important since they have a direct relationship with a very broad and diverse public. Therefore, they can play a fundamental role in the effective and daily use of Euskera.

Goals

  • Support real-time translation in written texts in daily digital channels.
  • Collect information on the use of Euskera, analyze it and then view it.
  • Link the information on the tool’s usage with the learning and progress proficiency in Euskera.

What are we looking for?

The following aspects will be assessed:

  • A clear and relevant value proposition for the challenge.
  • A technological solution with market traction.
  • An interoperable solution.
  • A solution suitable for people with different levels of digital knowledge.

Process and dates

The deadline to receive the proposal’s response is: 11/30/22.
The selection process consists of 3 phases:

  1. Short-listing of up to 5 candidate companies based on the relevance and fit of their solution with the challenge posed - December 2022.
  2. An interview with the challenge team and the short-listing of 3 finalist companies - December 2022.
  3. A presentation of the implementation proposal and selection of the winning company and solution - January 2023.

The pilot to implement the winning solution will start in February 2023 and will last for 5 months.

What will you have access to?

A paid pilot with a maximum of €15,000 euros.
