Sub-challenges

  • How could we automate the creation and update of manuals and pills on the use of new functionalities and tools for the distribution of their knowledge to the different Biskay Provincial Council (Diputación Foral de Bizkaia, DFB hereafter) teams?
  • How could we help record and update all the internal knowledge that is generated by the different departments of the DFB in a constant and collaborative way?
  • How could we make it easier to seek help by adapting to the needs of your teams?

Context

Within the General Directorate of Digitization and Citizen Services, the Electronic Administration and Digitization teams provide the other departments of the Biscay Provincial Council (DFB) with management tools (applications of the institution's technological infrastructure) with which they are able to, for example, create online procedures that are then used by citizens or to manage applications and documentation. Although the DFB has a system for the training and continuous support of its staff in the use and application of these tools, there is a space of opportunity to promote a collaborative culture in which an optimal knowledge transmission is ensured, minimising doubts regarding its usage or other incidents. Consequently, the proper implementation of the new technological management tools and their impact on the efficiency and quality of internal processes is ensured. It is important to solve this problem in order to help the DFB departments to make a transition into a more systematic use of technology infrastructure applications and to free up employee resources for higher value-added activities.

Objectives

We look for solutions that meet at least one of these objectives:

  • Facilitate the use and adoption of management tools.
  • Increase the autonomy of teams in the use of management tools.
  • Allow a better update and validity of the generated content.

What are we looking for?

We will assess the following aspects:

  • A clear and relevant value proposition regarding the challenge.
  • A technological solution with market traction.
  • The ease of implementation and adoption by different businesses/departments (short learning curve).
  • An interoperable solution.

The deadline to receive responses for the proposal is: 11/30/22.
The selection process consists of 3 phases:

  1. Short-listing of up to 5 candidate companies based on the relevance and fit of their solution with the challenge posed - December 2022.
  2. An interview with the challenge team and the short-listing of 3 finalist companies- December 2022.
  3. A presentation of the implementation proposal and selection of the winning company and solution - January 2023.

The pilot to implement the winning solution will start in February 2023 and will last for 5 months.

A paid pilot with a maximum of €15,000 euros.
